PARK 070: A unique and sustainable residential project on top of air-raid shelter

Park070 is a flourishing, green, sustainable residential area with flats and houses in various sizes, located on the former site of the CBS office (central agency for statistics in The Netherlands). After a long period of neglect, Park070 gives the site a renewed and livable purpose. "It is a unique, sustainable residential area with a lot of attention to livability," says architect Marc De Reuver.

For years, the CBS office was the largest vacant office building in The Netherlands. About 10 years ago, CBS moved out, since then they did not find a new purpose for the site. "At the time, it was not attractive enough for another form of accommodation. Today people come up with smart solutions such as student rooms or refugee accommodation, but that was not an issue back then," says Marc De Reuver, architect at Architektenkombinatie.

Car-free and self-sufficient

In Park070, you can live sustainably. The housing types range from town houses, park houses, canal houses, courtyard houses, flats and penthouses. All available on an owner-occupied and private-sector basis. It is a green neighbourhood with a strong focus on liveability. "The former office building was abnormal. Combined with the view of the park and playground, this new residential project fits in with the surrounding neighbourhood much fittingly," Marc says.

Park070 is completely traffic-free but residents and visitors are able to park in the former car park. An additional parking lot with a full green roof has been added for extra capacity. Not only the surroundings are green, but also the buildings themselves. "All dwellings were built without gas as an energy source and are instead equipped with a heat and cold storage system (WKO). "We also chose stone strips instead of full brick. This also contributes to sustainability because it saves about 80% in materials," says Frank-Willem Jochems of contractor Van Wijnen.

Sustainable dismantling

The basement of the former CBS-building was used to serve partly as a car park but also as a nuclear bunker. Therefore, the basement was radiation-protected and used as a protective fortification. It contained all kinds of air purification systems and sanitary facilities. These were removed to increase capacity for the car park. 

The rest of the building was not demolished, but sustainably dismantled. 95% of the debris and waste is recycled into new building materials and raw materials. "Instead of circular demolition, we call this harvesting. We pulverised the old concrete into rubble granulate. We used some of that for construction roads on site. Later, we use the granulate to lay the paving within the project," says Joey Eygenraam, foreman at contractor Van Wijnen.

The choice of facade elements in Park070 was difficult. Marc: "Originally, we wanted berk plywood with a (semi-)transparent lacquer, but this requires a lot of maintenance whilst the rest of the building is very maintenance-friendly. Also, deliverability was problematic and prices were high. We were therefore looking for an alternative with a natural wood look without a certain plastic sheen or any deviation in the wood grain. That's when we ended up with Rockpanel Natural as the board is not finished with a coating.

As a result, weather influences the appearance of the facade and ceiling. The appearance of these durable panels changes under the influence of local climatic conditions. A matt non-glossy texture that takes on a beautiful wood tone after a time in the sun is also maintenance-free and highly durable."

Van Wijnen asked facade specialist De Baak to supply and install the ceiling and facade elements. The subcontractor was confident because it had a good existing relationship with Rockpanel. "In close cooperation with the client, confidence was built in the ventilated and insulated rear construction system and, of course, the associated costs," says Marc de Wilde of De Baak. HSP is the supplier and creator of the prefabricated rear structure and the company took care of the delivery of the fully custom-sawn 3D Rockpanel for the facade and ceiling.

Ceiling in 3D

In terms of logistics, De Baak managed to place the ceilings in such a way that all other work on site could continue without any limitations. And the installation of the Rockpanel cladding was also done creatively. "We installed them in a cassette-like way with some angled edges. For the ceilings, this is a great added advantage compared to a flat installation," says Marc De Reuver. "We wanted panels in wood, but with the Rockpanel Natural cladding we have a very good alternative, with a similar warm look." 

Frank-Willem also looks back on using Rockpanel cladding with satisfaction. "In the middle tower, we executed the ceiling completely in 3D which looks impressive. In addition, Rockpanel is quick to install and few dimensional deviations occur. We are very satisfied with both the construction process and the final result."
